Western Pennsylvania is swiftly redefining its economic landscape, positioning itself as a burgeoning center for artificial intelligence (AI) infrastructure in the United States. At the core of this transformation is the ambitious $10 billion redevelopment of the Homer City Generating Station, which is being converted into one of the country’s largest data center campuses. Powered by abundant natural gas resources, the region is aligning its industrial legacy with cutting-edge technological needs, creating new opportunities in energy, innovation, and employment.
From Coal to Code: Reinventing Homer City
The Homer City Generating Station, once Pennsylvania’s largest coal-fired power plant, is undergoing a massive transformation into the Homer City Energy Campus. Spanning 3,200 acres, the facility is designed to generate up to 4.5 gigawatts of electricity. This output could power up to 3 million homes and would make it the largest natural gas power plant in the U.S., as well as the third-largest power generation facility overall.
This redevelopment marks a significant shift in regional energy strategy, moving from carbon-heavy coal to cleaner natural gas. Construction is expected to begin in 2025, with the campus projected to begin operations by 2027. The project features cutting-edge turbine technology capable of incorporating hydrogen as a fuel source in the future, supporting a more sustainable energy transition.
Strategic Infrastructure for AI
Western Pennsylvania’s role as an AI infrastructure leader is underpinned by its proximity to the Marcellus Shale, one of the most prolific natural gas fields in the world. This proximity ensures a stable, low-cost energy supply—crucial for powering the massive energy demands of AI and high-performance computing systems.
The region also benefits from an established energy infrastructure, including transmission lines that connect to major power grids, substations, and reliable water access. These factors make Western Pennsylvania a prime location for large-scale data centers, which require both high energy availability and cooling resources.
Driving Economic Growth and Workforce Revival
The Homer City redevelopment is set to create over 10,000 construction jobs and roughly 1,000 permanent roles in fields ranging from IT to operations and facility management. This influx of employment opportunities provides a significant economic stimulus to an area long dependent on traditional manufacturing and coal mining.
Local labor unions and educational institutions are preparing to upskill the workforce, ensuring that residents can transition into roles in AI, data science, and sustainable energy. The economic revitalization extends beyond immediate job creation, attracting ancillary businesses and boosting regional real estate and services sectors.
Regional Collaboration Through the AI Strike Team
To coordinate and accelerate these developments, local leaders have formed the AI Strike Team. This coalition aims to attract up to $500 billion in AI-related infrastructure investments over the next four years. Composed of industry executives, labor leaders, academic institutions, and public officials, the team is focused on removing barriers to development and marketing the region’s assets to global investors.
Their strategic goal is to establish Pittsburgh and its surrounding areas as the national epicenter for AI growth. By combining its energy resources, skilled labor force, and infrastructure advantages, the region is cultivating an innovation ecosystem tailored to future digital demands.

Western Pennsylvania’s transformation from a coal stronghold to an AI powerhouse offers a model for other regions navigating the energy-tech transition. By leveraging existing infrastructure, embracing cleaner energy, and fostering cross-sector collaboration, the region is not only preparing for the future—it is helping to define it.
